External Relationships
======================

.. In addition to the groups they have relationships with, include the
.. motivational factors in that relationship.  For instance, they may
.. buy product from one group because it's unhealthy to try to bypass
.. that group, but given a chance they'd wipe that group off the map.


Legitimacy
==========

.. The organization is able to operate because they provide some value
.. to the community, even if that value isn't socially acceptable.  An
.. ethnic organization might be tolerated because they protect a
.. minority group which would otherwise be taken advantage of.  They
.. could be bribing police officials, or providing resources for
.. powerful politicians.


Taboos
======

.. The group will probably have certain boundaries which they are
.. unwilling to cross.  This is less likely to be because of moral
.. standards, and more likely to be enlightened self interest.  For
.. example, while they might be perfectly willing to kill a member of a
.. rival criminal organization, they won't act directly against a
.. politician because it makes them a gigantic target for the police.
