They .. could be bribing police officials, or providing resources for .. powerful politicians. Taboos ====== .. The group will probably have certain boundaries which they are .. unwilling to cross. This is less likely to be because of moral .. standards, and more likely to be enlightened self interest. For .. example, while they might be perfectly willing to kill a member of a .. rival criminal organization, they won't act directly against a .. politician because it makes them a gigantic target for the police.
